There is much interest in emergency planning and response in light of tornados, hurricanes, and other disasters that have struck the U.S. and other parts of the world. It seems timely to note some of the counsel we have received in the past regarding so called "mock disasters" and similar exercises to dramatize the need for home storage and emergency preparedness.
These long-standing policies of the Church, though somewhat dated are, as far as we know, still in effect.
"Church members are counseled regularly to use and replace their home-stored food and other commodities... However, local leaders should not ask members to live exclusively from their stored commodities and refrain from purchasing replacement items from commercial outlets. If individual families wish to experiment in this way, they, of course, are free to do so. However, local leaders should refrain from asking whole congregations to do this. There are many other ways to dramatize the principles of welfare and to encourage compliance with the Church's recommended home-storage program." Also: "We ask that you not conduct mock disasters or similar simulated exercises. As we have counseled in the past, we request you carry out all emergency training and preparation in a spirit of calmness, love, and wisdom." [Emphasis Added] [Signed: Ezra Taft Benson, Gordon B. Bottom-line Message: Planning in regular Church council meetings is essential. Training is encouraged. Communication exercises are approved. Monthly, bi-monthly, or weekly stake, ward, or Bishop's Storehouse communications network exercises are approved. Participation in State Or Community exercises should normally be as individual licensed amateur radio operators. "Mock Disasters," held by Stakes or Wards, where Church members are caught unaware or that can be misinterpreted as real events are not approved.
