Communication Procedures

The telephone is the preferred means of communication during an emergency, but telephones are sometimes overloaded or not available. When telephones are not working, the emergency response communications system is activated to support Church leader communications.  All ERC activity is under the direction of Church leaders.

Methods of NOTIFICATION and COMMUNICATION in the event of an EMERGENCY

1. Telephone

Church leaders use direct telephone contact whenever possible.  The Logan Bishop's Storehouse is equipped with a satellite telephone.  

2. Radio to Telephone

This method is used when it is possible for an amateur radio operator to contact another amateur radio operator who has a working telephone and is willing to deliver a message.  This method is used when telephones are out in one area, but still working in other areas, at the Logan Bishop's Storehouse, at Ogden Bishop's Storehouse, or at Church headquarters in Salt Lake City. 

3. Radio to Radio

This method is used when telephones are not available and an amateur radio operator becomes aware of an emergency and listens on established frequencies such as 146.42 mhz (simplex) for the Logan Bishop's Storehouse area.  The established frequencies for communication with the Ogden Bishop's Storehouse are 145.59 mhz (simplex), 3,960 khz (phone) and 3,573 (CW).  Both HF (phone) and VHF (simplex) frequencies are monitored during Ogden Bishop's Storehouse nets.  

MESSAGE CONTENT

Under the direction of your Church leader, a typical emergency message to Church headquarters would contain the following information as appropriate for the circumstances:

• Name, title, and unit of the reporting officer
• How the presiding officer can be reached -- if by radio: frequency, call sign, time to contact                ......(UTC), and alternate frequencies and modes in case of interference or propagation ......conditions 
• Description, location, and magnitude of the emergency
• Number of members or missionaries injured, missing or dead
• Location and extent of damage to Church or member property
• Actions being taken to help those in distress
• Needed assistance that is NOT available locally
